POLITICS IN DUBAI
The parliament is called the Federal National Council (FNC) was established in 1972. It consists of forty members who are drawn proportionately from each emirate with each ruler appointing his own members. They advise the cabinet and Supreme Council but cannot overrule them.
The structure of the FNC is a speaker, two deputies and two elected observers. The Parliamentary Section Executive Committee is led by the speaker, the under-secretary, secretary general and four elected members.
Eight specialist committees deal with draft laws and general issues including legislative, legal, health, social, planning, labour, oil and mineral resources, agriculture and fisheries and public work sectors. FNC has the power to review and amend all legislation as well as reviewing work done by various ministries. Although there is a federal government, each ruler is the sovereign in his own domain.
The Gulf Co-operation Council (GCC) was created in 1981 and the unified customs came into effect in 2003. Members include Saudi Arabia, Kuwait, Bahrain, Qatar, Oman and the UAE. The country is also associated with and a member of the League of Arab States, Islamic Conference Organisation and the United Nations.
